Many colonists were incensed by their lack of self-government by the 1770s. they were unable to rule themselves and adopt their own laws. They were required to pay the king hefty taxes. They believed they were contributing taxes to a government in which they were unrepresented.

The colonists believed that England and King George III had an excessive amount of influence over the colonies. Because the colonies didn't want a government that was too strong, it was ultimately too weak. The power of the Congress was insufficient. The economic disorder of the Articles of Confederation was its primary shortcoming, which caused financial difficulty for the young republic. America was having trouble competing economically and paying off the debts it had accrued during its struggle for freedom by the late 1780s.

With time, the shortcomings of the Articles of Confederation were exposed; state governments eager to hold onto their authority gave Congress little respect and no support. Without the voluntarily consent of states, Congress could not generate money, control trade, or pursue foreign policy.
