The Virginia and Kentucky Resolutions were political declarations made by the legislatures of Virginia and Kentucky in 1798 and 1799, arguing that the federal Alien and Sedition Acts were illegal. The resolutions made the case that the states had the authority and obligation to deem unlawful any actions taken by Congress that were not permitted by the Constitution. They supported states' rights and a literal interpretation of the Constitution in doing so. Vice Presidents Thomas Jefferson and James Madison both privately drafted the Kentucky and Virginia Resolutions of 1798.The resolutions' tenets came to be known as the "Principles of '98". Adherents thought that the states could determine whether or not central government legislation and orders were lawful.
