Members of the House of Representatives typically serve on committees, while members of the Senate often serve on several committees and subcommittees.

After the each Congressional election, political parties assign newly elected Representatives and the Senate to standing committees. They tend to consider a member's own wishes in making the assignments, but also tend to asses the needs of the committees.

However, as the House of Representatives has 435 members, the most House of Representatives only serve on one or two committees. On the other hand, Senators often tend to serve on several committees and subcommittees.

Hence, the senate committees were said to consider the bill.
