A defense bill that places limitations on transferring detainees out of military prisons in Afghanistan and Guantánamo Bay, Cuba, was signed by the president late on Wednesday after he withdrew his threat to veto it.

Restrictions on prisoner transfers to other nations or the United States, bill either for continued detention or for prosecution, were imposed by military lawmakers as a result of their intervention.
