A Famine and British policies led to the death of millions of people. Eugenics was the idea of encouraging middle class people to have more children and to prohibit breeding of the lower class. People of color were usually the lower class so they were even more discriminated against.

The new act put an end to the previous British policy of excluding Americans from any efforts aimed at generating money. It specified that colonists might only export specific goods to other nations after passing through Britain first. The colonists began to rebel by boycotting, or refraining from purchasing, British products. In Boston, Massachusetts, in 1773, some colonists vented their resentment by disguising as Indians, stumbling onto ships in the harbor, and throwing foreign tea into the water.
