Shakespeare most likely chose the word head instead of the word leader because he wanted to show the comparison between the human body which is the head and the government.
During Hamlet's time, the system of governance that was there was the elective monarchy. Everyone desired the king's seat, power, and wealth. The head is the main carrier of the body since that is where the brains are located and they rule the entire body by making decisions for it. This is the exact thing that happens in Hamlet.
A leader is a person who commands a group. The world leader would not have brought out a better comparison.
