In order to deal with the large number of southern sympathizers and the dissenters (people vocally against the war) in the union states, Lincoln suspended the habeas corpus.
Habeas corpus refers to a recourse in law which enables a person to report an unlawful detention or imprisonment to a court and request a court order directed towards the custodian of the person, usually a prison official, to present the prisoner to court, and established whether the detention is lawful. During the civil war, President Lincoln experienced many challenges as Washington was located in slave territory and southern sympathies were widespread. Hence in 1861, Lincoln suspended the writ of habeas corpus between Washington, D.C., and Philadelphia and gave military authorities the necessary power to silence dissenters and rebels. As a result, commanders could arrest and detain individuals who were considered threatening to military operations and the arrested could be held without arraignment or indictment.
