The following values which is function and not a function :

[tex]\{(3,-1),(3,0),(-1,3),(0,3)\}[/tex] - this not a function

[tex]\{(1,2),(3,4),(5,6),(7,8),(9,10)\}[/tex] Since there is one value of y for every value of x (1,2),(2,3),(3,4),(4,5),(5,6) this relation is a function.
