The Spanish-American War had started in 1898, and the Platt Amendment, an amendment to a U.S. army appropriations bill, set the conditions for the United States to stop its military occupation of Cuba and "leave the government and governance of the island of Cuba to its people."
The amendment was mostly written by Secretary of War Elihu Root, despite being named for Connecticut Senator Orville Platt. Before the departure of American forces and the handover of sovereignty could start, the Cuban government had to accede to eight requirements outlined in the Platt Amendment.
