The electoral college elects the "president".
The Electoral College is a procedure, not a place. The establishing fathers built up it in the Constitution as a trade off between decision of the President by a vote in Congress and race of the President by a well known vote of qualified residents.
The Electoral College process comprises of the determination of the balloters, the gathering of the voters where they vote in favor of President and Vice President, and the checking of the electoral votes by Congress.
