MAX PLANCK was responsible for the contribution that light is emitted and absorbed in bundles that are dependent on the frequency of a light wave.
In 1900, Max Planck proposed that proposed that light and other electromagnetic waves were emitted in discrete packets of energy. These packets are called "quanta". This discovery became the stepping stone of the quantum theory.
This discovery was used by Albert Einstein as basis for his realization that light was made up of photons. Thus, giving credence to "photoelectric effect".
