Firstly, for m<10;

The sign less than means the direction of the arrow would be to the left. and since it is not equal to 10 the circle would not be shaded.

Secondly for d≥-8;

The sign greater than means the direction of the arrow would be to the right and since it is greater or equal to -8 the circle would be shaded on -8.
