Rate at which the assistant can do the job is

The both of them can do the job at the following rate

$combined\text{ rate=}\frac{1}{40}+\frac{1}{60}=\frac{60+40}{2400}=\frac{100}{2400}=\frac{1}{24\text{ hours}}$

The both of them will paint the house in 24 hours.
