If we want to know how many times more robberies were in year 2 copare to year 4 we must take the number of robberies during year 2 and divide it by the number of robberies during year 4. If you take a look at graph A you'll notice that the bar above year 2 has its top at 285 and the bar corresponding to year 4 at 220. Then there were 285 robberies in year 2 and 220 in year 4 so we get the following:

If we round to two decimal places the answer is 1.30 times more robberies.
