There is a property called "Distributive property" which states that:

In this case, you have the following expression:
[tex]3\mleft(x-4\mright)[/tex]So you need to multiply the terms inside the parentheses by 3, in order to simplify the expression using the Distributive property. You get that this is:
[tex]3\mleft(x-4\mright)=(3)(x)-(3)(4)=3x-12[/tex]
