i think the authour is trying to show the difference between most townspeople (which i asume would then be adults and older people) and the younger generation. my guess is the difference being their opinions i.e the townspeople arent really disappointed as if they dont really pay much mind to it whilst the younger generation is unhappy about it and have to desire to change as shown through their actions in political activism. in my opinion its somehting similar to the swinging 60's in uk history of the contrast of war veterans for parents who are "strict" and follow the old ways in comparison to the teenages of the 60's who were fighting for change through many ways and changing stereotypes (but this is only my example i dont know if it relates to your text)
