The individuals that are developed with two heads and one torso have a condition called craniopagus parasiticus.
It is an extremely rare condition in which an individual has two heads protruding from a single torso. Its incidences are about 4 to 6 per 10,000,000 births.
Due to the extremely rare occurrence of the condition, the studies on this condition are limited and the cause of craniopagus parasiticus is not known.
Only nine or ten cases of this condition have occurred till now. Only three of those individuals survived after birth and those are the only three cases that are documented.
