It be important for the decision to separate from Britain to be unanimous. At least one colonial administration would have to formally advise its delegation to submit a declaration of independence in Congress before it could pass with a majority of the delegations' consent.
The Declaration of Independence, which was adopted during the American Revolution, explains why the thirteen colonies at war with the Kingdom of Great Britain saw themselves as thirteen separate, independent republics that were no longer subject to British sovereignty. These new states collectively took the first step toward becoming the United States of America with the Declaration.
Without universal support, the 13 colonies could not have proclaimed their independence. They couldn't band together and fight the British if they couldn't agree on anything. They couldn't collaborate if they didn't have the same beliefs.
