In the passage presented Locke states the state in which men are "is a state of perfect freedom to do as they wish" and after this Locke explains men are not only free but also can decide over themselves and the possession as long as they respect the boundaries established by nature and also Locke reinforces the previous ideas by remarking men do not need the permission of others.
The ideas of this passage imply Locke believes the state of nature is the state in which men are allowed to be freed over and decide over themselves and their belongings or one in which people are "perfectly freed to do as they wish" because for Locke only nature can set boundaries or limit the actions of men and in the state of nature freedom prevails.
