In order to appease both Federalists and Anti-Federalists, it was agreed at the Constitutional Convention in Philadelphia that a group of delegates would be charged with selecting the president, in what would be called the "electoral college." This was designed to assure that capable individuals would decide which candidate would become president.
Federalists were those who favoured the Constitution and a more powerful national republic. Anti-Federalists were those who opposed the adoption of the Constitution and advocated for limited, localised government.
Federalists felt that a more powerful central government would strengthen ties between states and contribute to building a "more perfect union," as the Constitution put it. On the other hand, anti-federalists were concerned that a federal government with more authority would be more prone to tyranny.
Between May and September of 1787, the Philadelphia Constitutional Convention gathered to address the issues with the weak central authority that existed under the Articles of Confederation.
In addition to completely rejecting the Articles of Confederation, the fifty-five delegates who gathered in Philadelphia would draught the first written constitution for a country in the history of the globe. The President took the authority to conduct foreign relations.
