As the encomienda system began to decline in the island of hispaniola around 1509, the spanish adminstration came up with a two-pronged solution brought Indian Labourers and also gave wages.
The encomienda was a system where Spanish settlers legal right to extract forced labour from indigeneous tribes.
In return, the Europeans gave military protection to the labourers and grant them the opportunity to convert to Christianity.
