Eyre Crowe, a representative of the British Foreign Office, noted "Of course, the Entente is not an alliance, and that is the main fact. It might be discovered to have no substance at all for the purposes of absolute crises. For the Entente is nothing more than a state of mind, a common perspective on general policy between the governments of two nations, yet it may become so nebulous as to lose all meaning."
