Through employment, citizens of towns and cities should benefit from increased living conditions. People who are unemployed must be willing to seize employment chances, and companies must be open to hiring the broadest range of candidates for available positions.
Changing the welfare culture to one based on work and security—work for those who can, security for those who cannot—may improve quality of life for everybody. That is why people prefer to live in a community because community gives so many opportunities to people.
