The American Progressive agenda in the early twentieth century relied on certain fundamental assumptions. One was that human nature was malleable, and therefore can be improved through technocratic measures like enlightened use of laws and rules, incentives and punishments. They also placed faith in the capability of the federal government to create a better citizenry and society.
