The National Catholic Welfare Council (NCWC) and the Anti-Defamation League of B’nai B’rith (ADL) lobbied for legislative enactments that would bar discriminatory treatment of immigrants by employers, educational institutions and public agencies.
The ADL was set up in Chicago in 1913 to promote just and fair treatment of all citizens. It undertook campaigns against anti-Semitism, hate crimes and other forms of bigotry, and training programs to inculcate tolerance.
The NCWC originated in initiatives by the American Catholic hierarchy in 1917 to attend to the issues brought up by World War 1.
