congressional republicans are angry that southern legislatures passed laws known as the black codes because this law limited the rights of African Americans in the south.

Black Codes limited black human beings' proper to own assets, conduct commercial enterprise, buy and lease land, and circulate freely via public areas. A primary detail of the Black Codes was vagrancy laws. States criminalized guys who had been out of work, or who were now not working at a process whites recognized.

Black codes were restrictive laws designed to limit the freedom of African Americans and ensure their availability as cheap labor. These laws stayed in effect until the 1950s and 1960s when the civil rights movement launched an all-out campaign against them.
