According to the Knapp commission report on police corruption, the form of misconduct performed by grass eaters was that grass eaters would take free food and bribes if they were offered.

In order to look into the corrupt practises of police officers, detectives, and supervisors employed by the New York Police Department, former New York City Mayor John Lindsay appointed the Knapp Commission, a group of five citizens, in 1972.

Police officers who "aggressively misuse their police authority for personal benefit," are classified as meat-eaters, whereas "grass-eaters simply take the pay-offs that the unusual events of police work throw their way."
