Answer is discouraged workers.

A discouraged worker is someone who is qualified for and capable of working but is currently unemployed and has not looked for work in the past four weeks. The reasons for the employee dissatisfaction are numerous and are complicated.

The headline unemployment rate does not include the discouraged employees. They are instead counted in the U-4, U-5, and U-6 unemployment metrics. The U-4 rate is computed by dividing the total labor force, including discouraged employees, by the sum of jobless and discouraged workers.

Policymakers utilize labor rate underutilization, such as U-4, to develop program that assist discouraged employees return to work and incentivize employers to hire them.

Therefore, the blank is to be filled by discouraged workers.
