On no occasion did the apostle encourage the church to be disloyal to civil authorities.
1) According to Paul the apostle, a Christian is supposed to obey the government of the state where he/she finds himself. This was the injunction of Paul the apostle in the thirteenth chapter of his epistle to the Romans.
In the epistle of Peter to the whole church, he also enjoined believers to be loyal to civil authorities. On no occasion did the apostle encourage the church to be disloyal to civil authorities.

The early church was encircled by a roaring wave of persecutions which threatened it with extinction. Several believer's were killed as we could evidently see from the book of Acts of the Apostles.
Under these daunting circumstances, the apostles found themselves as the chief proponents of the faith thereby making them a prime target to the blood thirsty Jews who didn't seem to like the rate of spread of the Christian movement.
In spite of all these challenges, the apostles continually enjoined believers to obey civil authorities via the payment of taxes and respect for decrees of those in authority as they are representatives of God even if they are persecuting the church.
These apostolic teaching goes a long way to show us that disrespect for government is not an acceptable conduct for believers even in the face of extreme hostility from government.
