It is passed by congress on May 13, 1912, and ratified on April 8, 1913, the 17th correction modified composition I, section 3, of the Constitution by allowing choosers to cast direct votes for U.S. legislators. Prior to it's passage, legislators were chosen by state houses.
In 1911, the house of representatives passed house joint resolution 39 proposing a indigenous correction for direct election of U.S legislators. still, it included race rider meant to bar federal intervention in cases of ethnical demarcation among choosers.
Over a timely, the correction was transferred to the countries for ratification. On April 8, 1913,three digging of the countries had ratified the proposed correction. And it was officially as the 17th correction.
