Cost of cement of shop a is given : Rs-850/-      (without VAT)

Cost of Cement of shop b is given : Rs-975/-     (with 13% VAT)

we have to find the Cost of shop b without VAT for comparing. So,

first, we find the 13% VAT of shop b

                      = (13/100)*975

                      = 126.75                 (in rupee)

 cost without VAT is,

                      = 975 - 126.75

                      = 848.25                 (in rupee)

As we compare with shop a, we find that

   cost (shop a) > cost (shop b)

           Rs-850 > Rs-848.25

Therefore, shop b has cheaper price of cement.
