We can do this using trial and error

which can also be illustrated as

1x+2y=14

where 1x represents the total length eaten by the cat and 2y represents the total amount eaten by the dog

(bear in mind they both should eat a certain length such that exactly 14cm is eaten COMPLETELY)

by trial and error we find that 1(8)+2(3)=14 which means that

the cat ate 8cm=8*2/1=16seconds

and the dog ate

6cm=6*3/2=9 seconds

so the total seconds is the sum 16+9=25seconds
