The best evidence for the thesis  is option B. The study that was used as proof also acted as counter proof in the question.

What is an evidence?

This is a claim that has been tested and then found out to be true. Relating to this question, we can make out that the writer is saying that intersections are safer.

But from what we see here, the source of his claim is obviously without real evidence given that the same study said that the red lights increase rear end collisions.

It can then be concluded that the cameras do not make the intersections safer.
