According to the definition in the PMBOK Project Manual, a project is any effort that requires a certain amount of time, whose objective is to create a unique product, service or result that benefits an organization.
So JR's intention when launching a project probably fits some of those goals defined by the PMBOK.
There are some particular characteristics of the projects, some of them are:
Must have start date and end date.
Must have resources defined in advance.
It must have clearly defined goals.
Therefore, every project is a plan with a defined life cycle that will help to achieve objectives more effectively.
Every project will require essential resources, such as staff, materials and investment, which must be defined in advance to avoid waste.
It is essential that each project has its schedule well defined so that the tasks go as planned, and that there is a project manager to coordinate and control the project team so that the results are achieved as initially planned.
