The meaning of the word "permissive" as

used in paragraph 4 of the passage is:

C. self-reliant.

Tinker V. Moines Independent Community School District: The Dissenting Opinion.

In 1965, the children from Tinker family and students from Des Moines schools decided to stage a protest against the Vietnam war. The protesters decided to wear armbands.

The school authority decided to suspend those who the armbands.

Justice Hugo Black then gives his dissenting opinion on the judgement.

From the paragraph, we see the following:

"But our Constitution says we must take this risk, and our history says that it is this sort of hazardous freedom -- this kind of openness -- that is the basis of our national strength and of the independence and vigor of Americans who grow up and live in this relatively permissive, often disputatious, society."

The word permissive here means "self-restraint'. This looks more of an irony.
