With the free development of science and the consequent
multitude of inventions, some of which are absolutely
revolutionary in our national life, the Government must not
only stimulate the social and economic responsibility of
individuals and private institutions but it must also give
leadership to cooperative action amongst the people
which will soften the effect of these revolutions and thus
secure social transformations in an orderly manner. The
highest form of self-government is the voluntary
cooperation within our people for such purposes.
