Jim Crow was passed after civil war during reconstruction period after slavery was ended after Confederate's loss to Union states and 13, 14, 15th amendment/emancipation proclamation(which is not a law but a statement during war declaring end of slavery. The Jim Crow ideology, which separated blacks and whites in Southern States, were taken in place to separate places like schools, public transportation, restroom etc... These laws were driven by Democrats who largely advocated for slavery and racism.
Progressive movement is a completely different movement that focused on advocating for workers' rights in 1900s and 1910s. During Gilded Age of America, America experienced great boom in industrial revolution and economic prosperity. However, the worker's condition in major corporations were severely lacking. Many Republican politicians made corrupt deals with major tycoons, which allowed income inequality and poverty wide spread in America despite countries' overall successful financial status. To remove these corrupt republican politicians, many Democratic politicians ran a movement to stop corruption and improve worker condition(which were basis for progressive movement).
Despite, Democrat's attempt to appeal to worker's rights and income equality, there were still majority of democrats that believed in racist ideology. These Jim Crow ideologies persisted all the way until 1950s and 1960s after World War 2 into Cold War. Although African American voting pattern has dramatically shifted from Republican to Democrats in 1932 Roosevelt vs. Hoover due to Great Depression, the change in voting pattern were driven by progressive ideologies by Roosevelt and not racially accepting ideology. In other words, Blacks in America started to vote Democrats despite its racist ideology due to the benefits of New Deal and Progressive movement(and such pattern is still continued to today). It can hence be concluded that despite African American voting for Democrats, the Progressive movement only cared about poorer White Working class for votes and disregarded the racial issues and deliberately ignored problems faced by poor Black families that were suffering the impact of Jim Crow and racist Democrat's policies(most likely because Democrats needed the Racist White Votes to win the government back).
