The Constitution gave the power of the purse i.e. the nation's checkbook to Congress and we can see that in this scenario the power of purse is implementing by not giving funds to the states.
The Unfunded Mandate Reform Act adversely affected the relationship between the states and the federal government because the federal government can't provide funds to the state for imposing federal laws which was a burden on states.
This act greatly damaged the growth of economy of the state due to increase in expenditures. This is the responsibility of the federal government to provide funds for implementing their laws so we can conclude that the relationship between states and the federal government become worse.
