The Patriot Act basically violated the 4th amendment in the Bill of Rights. The 4th amendment disallowed searches and seizures unless there is a reasonable cause. Since the Patriot Act allowed law enforcement to freely attain online information of the citizens, they could enact unreasonable searches. That is how the Patriot Act restrict civil liberties.
