I seem to be in an odd place today. This is the second question I'd had that depended on moral development. I can't explain the entire meaning, and if you get someone who seems have, keep them in mind. Find out what else they've answered

You learn much by just listing what's there.

  • A sign. It says prison reform. and a smaller one that says now.
  • Chains coming from someone able to carry their weight and keep the chains taunt.
  • 4 people holding the other end of the chain.
  • 2 people that are holding each end of the sign
  • An Hexagon shaped light.

I've not listed the long line of people. What are they. Are they protestors or prisoners? That's the key question. Whatever you choose tells you more about yourself than about the cartoon.

My own opinion is that they are protestors hoping for improvements. I don't think those carrying the sign are armed with rifles. I think it is just people who would like to see prisoners treated with humanity.
