while all of these are arguably true (they all pose unique issues for writers), the first choice is the likely answer. choosing a topic tends to tie people up and, until a topic is secured, you can't even get started. not everyone needs a quiet environment to write and not everyone struggles with vocabulary or length, certainly. topics are something that all writers must choose.
