What an amazing piece of legislation!! What the XXIII does is give Washington DC the rights, responsibilities, and privileges that the states have.

It does not make DC a state. It just allows it to send a non-voting member to congress. More important is that it allows representation in the electoral college which means its residents have a say in how the president is elected.
