Explanation: Well, it's not a simile because there is no comparison being made, it's not a rhyme because nothing in those lines rhyme, and it's not personification because nothing nonhuman is having human qualities. It can only be alliteration. It's alliteration also though because "time" is repeated twice in the line "from time to time".
