So we have the coordinates to point C, which are (x+8, y-2) correct? If we are translating, or reflecting, it across the x-axis, this means we are moving the point across the horizontal line, so it can only go up or down from its current location.

To know where the point is actually located...

For x, start at zero and along the x-axis move to the right (since 8 is positive) 8 times.

For y, start at zero and along the y-axis move downwards (since 2 is negative) 2 times.

The original point of C is going to be (8,-2), if I'm doing this right. So reflecting it will move it to quadrant 1, and thus become point C' is (8,2).
