in this context, a scholar is said to compare The Law of the Twelve Tables and the US Bill of Rights and I will give a brief  explanation of both.

The Law of the Twelve Tables is the set of laws that guided the Roman people in the ancient times.

US Bill of Rights has to do with the amendments made to the United states Constitution which has to do with the freedom of the citizens and their various rights.
