Think about it, communication these days isn't like what it was years ago. We use technology such as phones and computers to communicate with each other every day, and in order for those things, especially if we're talking wireless devices, to work you need some sort of connection. That connection comes in the form of special signals and energy waves that are transmitted and received by satellites and then directed to its destination. Your devices receive these signals and are constantly decoding them. Think of this signal connection as a sort of invisible wire.
With this in mind, now look back at the question, Pakistan wants the help of Chinese space organizations to build artificial satellites. The reason is most likely because the more satellites they have, the more of those signals can be sent and thus more communication. They're artificial because satellites cost a lot of money to build, but most likely by making them artificial, they can cut down on costs, while at the same time the artificial satellite can be doing its job, and provide a more stable connection to communication facilities, to better serve people and make communication between a larger mass of people easier. However, I don't think it's exactly necessary for them to go through such lengths, but I can see the possibilities and their thinking, and I do think it could be beneficial to a lot of people, for reasons stated earlier. The only reason why I say it isn't necessary, is because while communication is important, there are other more important things to worry about, and that communication is more of a secondary thing.
