The answer is that congress and states need to work together. The result of the amendment process is that congress and states need to work together.

EXPLANATION

Certain processes need to be done for the amendment of a constitution. Two paths can be chosen. The first path is to have two-thirds of both houses in Congress to propose a constitutional amendment. The proposed amendment then needs to be sent to the states for ratification. Out of all the 38 states in the United States, three-fourths of the states need to ratify the proposed amendment. The process of ratification from each state can be done through their legislatures or from the special ratifying conventions.

There is also a second path to make amendments to the constitution. The second path is to have two-thirds state legislatures, out of all the 34 states, to ask the Congress and call the convention for proposing amendments. In the convention, the states can propose amendments to the constitution by sending their delegates to this convention. If three-fourths out of all the 18 states ended up ratifying the amendment that is proposed through the convention, then the amendments can be made. The states can ratify through special ratifying conventions or their legislatures.

The authors of the constitution themselves allow amendment option by the states for a reason. This is to check on the federal government. If the constitution is not suitable for the citizens, then the states also have the option to make amendments. This enhances the free will of each state in the United States.

Further Explanations:

As per the constitution, it is stated that an Amendment should be proposed by a two-thirds majority of the congress combining both the Senators and representatives of the House or two-third majority of the States legislature. As per Article 5 of the constitution, provisions were made for proposing the Amendment and its ratification in the congress. After its ratification by Congress, it is being directed to the respective State where it is put to vote. The Amendment is said to be passed if it is approved by two-third members of the legislature.

The processes involved in the framing of an Amendment are complex and tough as it requires the cooperation of both State and Federal government and for that reason, nations didn’t introduce modifications in their constitution frequently. United States Constitution has passed merely 27 Amendments to date. First Amendment in the United States Constitution was implemented in 1923 and the last on 7th May 1992.
