I am pretty sure that the Mayflower Compact was unique because it was the first example of colonial European self-government in northeastern North America. I consider option D to be correct because it also was the very first governing document of Plymouth Colony, which really does make sense. Do hope you will find it useful!

The Mayflower Compact, signed aboard a ship called "Mayflower" in Massachusetts, on November 11, 1620, was the first example of colonial European self-government in northeastern North America. It was made by the Pilgrims (The first English settlers) who also named the American colony "Plymouth".

The Pilgrims actually first intended to arrive in northern Virginia but they ended up landing in Massachusetts instead, near Cape Cod. When they realized they were out of Virginia's jurisdiction, they created the Mayflower Compact to established their authority and to prevent future conflicts among them.
