The reason a plan was needed for reconstruction of the South because

What this meant that the Southern states could only be readmitted if they swore allegiance to the union. Only 10 percent of voters from these states are required to.

The reconstruction of the south led to more equitable taxing, stae funding for public schools, laws against discrimination, etc.
