When faced with an unknown disease that is spreading, the best course of action would be to conduct a quarantine. A quarantine should also be enacted on to those who have been in contact with the diseased.
It's the most logical solution to attempt to contain the disease, and protect others from possibly getting infected. The Hospital is making the best possible decision with the people's health in mind.
